The Regulation on the Wholesale and Retail Sale and Storage of Plant Protection Products and the Regulation on the Application and Control of Plant Protection Products have been published in the Official Gazette dated December 13, 2025, number 33106. You can access the regulations and their annexes from the links below. The regulations will enter into force thirty days after the publication date in the provinces where pilot applications shall be carried out, and from July 1, 2026 in the provinces where pilot applications are not carried out.

Commission Implementing Regulation (EU) 2025/2501 of 11 December 2025
Commission Implementing Regulation (EU) 2025/2501 of 11 December 2025 amending Implementing Regulation (EU) 2021/1165 as regards the use of certain products and substances in organic production has been published. Accordingly, Annex VII to Regulation (EC) 889/2008 will remain valid until 31 December 2027. In addition, pea and potato protein have been added to Annex V of Regulation (EU) 2021/1165, which lists authorised products and substances for use in the production of processed organic food and of yeast used as food or feed; please note the restrictions.

Commission Implementing Regulation (EU) 2025/2138
The Commission Implementing Regulation (EU) 2025/2138, which amends Implementing Regulation (EU) 2021/1378 concerning the recognition of certain control bodies as competent to carry out controls and issue organic certificates in third countries for the purpose of imports of organic products into the European Union, in accordance with Article 46 of Regulation (EU) 2018/848 of the European Parliament and of the Council, was published in the Official Journal of the European Union on 22 October 2025. renewal of the approval of the low-risk active substance rapeseed oil
The approval of ‘rapeseed oil’ listed in Annex I of Implementing Regulation (EU) 2021/1165 of 15 July 2021 on the authorization and listing of certain products and substances for use in organic production, in plant protection products permitted in organic production, has been renewed, pursuant to Commission Implementing Regulation (EU) 2025/1879 of 16 September 2025, from 01 November 2025 until 31 October 2040.

Presidential Decree on Agricultural Supports
According to Article (1)(ç); in the seventh paragraph, the term “0.5” in item (a) of the first row of Table 4 has been amended to read “0.56,” the numbered subparagraph and Table 5 of the same item have been amended as below, and the statement in item (c) of the same paragraph reading “The support coefficient value for organic beehive support is 244 TRY per hive.” has been replaced with “For farmers who are members of first-degree agricultural producer organizations engaged in organic farming, an additional organic farming support payment shall be made in an amount equal to 25% of the support coefficient corresponding to the individual/group product certificate type specified in Table 7. For the 2026 production year, the support coefficient value for organic beehive support is set at 310 TRY per hive.” In addition, the term “0.21” in item (d) of the same paragraph has been amended to read “0.32.”

Uncultivated Agricultural Lands to be Leased
The Ministry of Agriculture and Forestry will lease agricultural lands that have not been cultivated in the last two years on a seasonal basis, keeping their characteristics unchanged and open to agricultural production. The determination will be made by provincial/district commissions through satellite, cadastral, and field inspections.

International Events – Joint World Food Day Event with FAO
World Food Day 2019 in Turkey, with the theme “Our actions are our future. A #ZeroHungerworldthroughhealthynourishment,” was celebrated throughout October in various cities across the country—including Ankara, Elazığ, Adana, Istanbul, Bursa, and Kırıkkale—with events such as panels, symposiums, press conferences, and horse races, with the participation of FAO, ministries, the Turkish Grand National Assembly, WHO, universities, and industry associations.

The Regulation Amending the Regulation on Licensed Warehousing of Agricultural Products has been published.
Amendments to the Agricultural Products Licensed Warehousing Regulation introduced definitions of inspection bodies and warehouse inspectors, requirements for information and level measurement systems, collateral regulations, and new reporting and control obligations. Furthermore, the structure and powers of the inspection body, administrative sanctions, and transitional provisions were determined.

Another 1 Million Acres of Land Switched to Organic Production in 2025
The Ministry of Agriculture and Forestry announced a 9% increase in the number of farmers transitioning to organic production by 2025, with 1 million acres of new land receiving organic production certification. The provinces with the highest levels of organic farming were İzmir, Aydın, and Erzincan, with olives, grapes, and legumes among the main crops.

Amendment to the Farmer Registration System Regulation
Amendments have been made to the Farmer Registration System Regulation: DSI provincial/district unit managers have been included in the process, new rules have been introduced regarding irrigation status and crop changes, application and lease procedures have been streamlined, and some provisions have been removed. The regulation will enter into force on September 1, 2025.

Global Organic Cotton Program Expands to Turkey
Organic Cotton Accelerator (OCA) is expanding its Farm Program, which supports organic cotton production and involves 100,000 farmers worldwide. As part of this effort, pilot projects have been launched in Turkey. In the first phase, 78 farmers covering an area of 3,040 hectares are targeted.
